The line about '1000 people voting as a bloc' really struck me. The number of registered voters who actually make it to the polls is pathetically small. I think the problem lies with the fact most people who participate in a special interest (such as scuba diving) tend to be pretty independent. Getting these folks to gather in one place is like herding cats. I'm sure there is a business model for the 'long tail' graph. Starbuck's comes to mind. How true!
